It is understood that Sichuan Province has a wide range of sources, types and quantities of hazardous waste, and the amount of hazardous waste generated is increasing year by year. In 2019, the province’s generation was about 3.9 million tons, an increase of 8.3% year-on-year, ranking sixth in the country. 40 of the 46 categories in the "Waste Directory", such as our common medical waste, waste lead batteries, and waste circuit boards, are all hazardous waste.
Li Yinchang, member of the Party Leadership Group and Deputy Director of the Sichuan Provincial Department of Ecology and Environment, briefed the construction of the “three capabilities” of hazardous waste in Sichuan at the meeting. He said that in recent years, in order to strengthen the environmental management of hazardous waste in Sichuan Province, we have focused on "improving the environmental supervision and disposal capabilities of hazardous waste, the ability to use and dispose of, and the ability to prevent environmental risks (hereinafter referred to as the "three capabilities"). There are 12 tasks. In terms of improving the environmental supervision and management capabilities of hazardous waste, Li Yinchang said that first of all, it is to make the supervision of epidemic medical waste a key task. Sichuan Province took the lead in issuing provincial-level medical waste emergency disposal and pollution prevention technical guidelines, established and improved the whole-process supervision mechanism of epidemic medical waste, and realized the whole-process supervision of medical waste and social source discarded masks. Formulate safeguard measures such as "releasing the capacity of existing disposal facilities, co-processing of domestic waste incineration facilities, cross-regional joint disposal, and enabling standby disposal of hazardous waste facilities" to improve the emergency disposal capacity of medical waste and solve the high load of medical waste disposal in some cities (prefectures) And overload problem. During the epidemic prevention and control period, the province collected and disposed a total of 61,000 tons of medical waste, including 3,405 tons of epidemic medical waste, and achieved "collect everything that should be collected and wherever it should be". At the same time, we will carry out the approval of the administrative license for hazardous waste and complete the pilot project for the centralized collection of waste lead batteries. Since the beginning of this year, we have issued hazardous waste business licenses for 25 enterprises; handled 741 batches of hazardous waste transfer across provinces, totaling approximately 600,000 tons. We issued licenses for the collection and operation of waste lead storage batteries for 31 enterprises, set up 222 collection outlets, and approved the collection and operation scale of 702,000 tons per year, effectively solving the problems of small and medium-sized enterprises and social sources of waste lead storage batteries collection and transportation.
In addition, Sichuan Province has also carried out inter-provincial cooperation in environmental supervision of hazardous waste. It signed a cooperation agreement on joint prevention and control of hazardous waste with 6 neighboring provinces and cities including Chongqing, and established a "five major" coordination mechanism. It is the first in the country to establish a “whitelist” cooperation mechanism for the transfer of hazardous waste across provinces with Chongqing and other four provinces and cities, opening up the “green channel” for the transfer of hazardous waste across provinces. Up to now, 47,000 tons of waste lead batteries have been transferred across provinces through the "white list", which is twice the total number of waste lead batteries transferred across provinces in 2019. In terms of improving hazardous waste utilization and disposal capacity, according to Li Yinchang, Sichuan Province has completed the mid-term adjustment of the hazardous waste disposal plan. Optimize the layout of hazardous waste and medical waste disposal facilities based on the prevention and control of the new crown pneumonia epidemic and the needs of the province’s economic and social development. On December 4, this year, with the consent of the provincial government, the Sichuan Provincial Hazardous Waste Centralized Disposal Facilities Construction Plan (2017- 2022) Mid-term Adjustment Plan" (hereinafter referred to as the "Mid-term Adjustment Plan"), 19 hazardous waste centralized disposal projects, 5 co-processing projects, 43 medical waste centralized disposal projects, and 13 hazardous wastes planned and adjusted throughout the province Centralized disposal projects, adding 10 medical waste disposal projects. Incorporate the construction of hazardous waste planning projects into the ecological environment and environmental protection supervision, implement "monthly scheduling, quarterly notification", issue 10 supervision letters, 4 special supervisions, and 100 people (times) on-site supervision to strongly promote the construction of planned projects. Up to now, the province has built 5 hazardous waste centralized disposal projects, 3 co-processing projects, and 25 medical waste disposal projects. While the disposal capacity has been significantly improved, the utilization capacity has also been comprehensively improved. The province's hazardous waste and medical waste disposal capacity reached 703,200 tons/year and 116,100 tons/year respectively. Compared with 2017 (the planning base year), the new hazardous waste disposal capacity was 609,600 tons/year, an increase of 651%; the new medical waste disposal capacity was 65,900 tons/year, an increase of 131%. There are currently 44 comprehensive utilization enterprises of hazardous waste in the province, with a comprehensive utilization capacity of 2,235,700 tons/year, an increase of 1,394,600 tons/year compared with 2017, an increase of 166%.
Li Yinchang introduced four key tasks in enhancing the ability to prevent environmental risks of hazardous waste. The first is to improve the long-term management mechanism. Completed the "Sichuan Province Solid Waste Environmental Pollution Prevention Regulations (Revision)" legislative research and included it into the provincial government legislative plan next year; took the lead in formulating the "Guiding Opinions on Strengthening the Environmental Management of Hazardous Wastes" (hereinafter referred to as the "Guiding Opinions"). The second is to continue to promote special rectification of hazardous waste. On the basis of the work in 2019, the "Three-year Action Plan for the Special Remediation of Hazardous Waste in Sichuan Province" was issued, focusing on the implementation of the "six inspections" of chemical parks, key industry enterprises and hazardous waste management units, striving to spend three years in general. Solve the prominent environmental problems of hazardous waste and effectively prevent and resolve hidden environmental risks. At present, 960 companies have been investigated in the province, and 1,073 problems have been investigated, which are being rectified in an orderly manner. At the provincial level, random inspections of 12 cities (prefectures) and 60 enterprises have been completed, and more than 200 problems discovered have been transferred to the territories to supervise the implementation of rectification according to procedures. The third is to carry out environmental emergency drills for hazardous waste. Relying on "Operation Tianfu-2020 Emergency Drill for Emergencies in Environmental Incidents", it simulates hazardous waste leakage accidents, carries out joint emergency treatment, focuses on training the ecological environment emergency teams of the provincial, municipal, and county departments, and effectively improves the environmental emergency disposal capabilities of hazardous waste. The fourth is to severely crack down on environmental violations of hazardous waste. From June to October this year, five departments including the Public Security Department launched a special action to crack down on environmental violations involving waste lead storage batteries, and the Provincial People's Procuratorate and the Public Security Department launched a special action to crack down on hazardous waste environmental violations. So far, 21 illegal and criminal cases involving waste lead storage batteries have been investigated and handled in the province, involving 205 tons of waste lead storage batteries; 141 cases of environmental violations involving hazardous waste have been investigated, with a fine of more than 2.29 million yuan, and 4 cases have been transferred to the public security organs to arrest crimes There are 7 suspects. In the next step, in accordance with the national deployment and the province's hazardous waste pollution prevention and control work arrangements, Sichuan Province will do its best to supervise the epidemic medical waste environment, and continue to pay close attention to the epidemic prevention and control requirements of "external prevention import and internal prevention rebound". Disposal of epidemic medical waste and environmental supervision, strengthen analysis, research and judgment, strengthen supervision and guidance, ensure that medical waste is treated in a timely, orderly, efficient, and harmless manner, and strictly prevent the spread of the epidemic caused by improper medical waste disposal. Focusing on hazardous wastes such as waste acid, waste lead batteries, and waste mineral oil, we will continue to promote joint special operations on hazardous wastes, and severely crack down on illegal transfer, dumping, utilization and disposal of hazardous wastes and other environmental crimes.
